Who should I pick up: Jimmy Garoppolo or Ben Roethlisberger?

Since Kyler has a chance to play I am going to pick up one of the later options at QB incase he is ruled out. Garoppolo has a tough match-up against Arizona who has given up the 3rd fewest points per game for QB's in my scoring format and Roethlisberger has struggled this season not sure which one to go with.
