Should I Drop Luke Musgrave for Justice Hill?

Question context

Justice Hill went unclaimed in my league; my current RBs are solid (Bijan Robinson, Joe Mixon, David Montgomery, Kenneth Gainwell, Samaje Perine), and I also have Darren Waller at TE, so it's really a question of whether or not exposing a player with a lot of potential upside like Musgrave to waivers is worth it for Justice Hill
